On the organization of the activities of the Uzbek National Institute of Musical Art named after Yunus Rajabiy

DECISION


In order to radically improve the system of training highly qualified personnel for the field of maqom and bakhshi art, widely introduce innovative forms and methods of teaching, as well as modern pedagogical and information technologies into the educational process, and further increase the scientific potential of specialists in the field, the Cabinet of Ministers decides:

1. It is hereby notified that, in accordance with the Decree of the President of the Republic of Uzbekistan No. PF-6000 dated May 26, 2020 “On measures to further increase the role and influence of the sphere of culture and art in the life of society”, a basic higher educational institution for training personnel in the fields of maqom performance, bakhshi and classical singing, the Yunus Rajabiy Uzbek National Institute of Musical Art (hereinafter referred to as the Institute), has been established within the system of the Ministry of Culture of the Republic of Uzbekistan on the basis of the “Faculty of Uzbek Maqom Art” of the State Conservatory of Uzbekistan and the relevant educational areas and specialties of the State Institute of Arts and Culture of Uzbekistan.

2. The list of educational areas (specialties) offered by the Uzbek State Conservatory and the Uzbek State Institute of Arts and Culture to the Uzbek National Institute of Music named after Yunus Rajabiy shall be approved in accordance with Appendix 1.

3. It is determined that the Institute:

is a basic higher educational institution for the training of specialists with higher education and scientific and pedagogical personnel in the areas of education (specialties) listed in Appendix 1 to this resolution, having the status of a legal entity, its own charter, a seal with the image of the State Emblem of the Republic of Uzbekistan and its name in the state language, as well as letterheads, an independent balance sheet, and a personal treasury account in the Treasury of the Ministry of Finance of the Republic of Uzbekistan;

In accordance with a number of international educational standards and curricula, starting from the 2021/2022 academic year, a credit-module system of education will be gradually introduced;

It is departmentally subordinate to the Ministry of Culture of the Republic of Uzbekistan.

4. The following shall be determined as the main tasks and areas of activity of the Institute:

To train highly qualified specialists and scientific and pedagogical personnel in the art of maqom performance and bakhshi, based on the needs of the cultural sphere, and to create broad opportunities for them to engage in scientific and creative activities;

Conducting fundamental, practical and creative research and studies on maqom performance and the art of bakhshi, restoring and developing the unique performance styles and traditions of creative schools formed in the field;

creating educational and methodological literature in the areas of national musical art and folk art, in-depth study and restoration of the creative heritage of outstanding composers, hafiz and musicians, bakhshi and aqins, as well as transcribing examples of classical musical art into music notation;

to establish international cooperation with foreign educational institutions and centers in the areas of national musical art and folk art, exchange experience, and implement joint educational programs and scientific projects;

To ensure the continuity of the educational process with practice, to organize student internships with cultural institutions and artistic groups, and to establish targeted cooperation on providing graduates with employment;

To ensure the continuity and coherence of the relevant educational programs of educational institutions in the field of culture and art, to attach famous artists to educational institutions and, on this basis, to widely introduce the "teacher-student" tradition in order to thoroughly master the creative, scientific-methodological and performance traditions of national musical art and folk art;

to develop a system for selecting talented young people studying in children's music and art schools, specialized culture and art schools, boarding schools, and music and art colleges in the republic, who have successfully participated in various competitions, and to attract them to study at the Institute;

selection of talented young people in competitions organized within the framework of the "International Maqom Festival" and the "International Bakhshi Art Festival" for students studying at boarding schools specializing in the art of maqom and bakhshi;

Widely implement the five important initiatives put forward by the President of the Republic of Uzbekistan, in particular, organize various competitions, exhibitions, ensembles and clubs in the field of culture, music and art in order to widely involve young people in music and art, educate them in aesthetic taste and professional ethics.

5. It is determined that:

The educational process at the institute will begin in the 2020/2021 academic year;

Students who were admitted to the State Conservatory of Uzbekistan and the State Institute of Arts and Culture of Uzbekistan in the 2020/2021 academic year in the areas (specialties) listed in Appendix 1 to this resolution, as well as students currently studying in these areas (specialties), will continue their studies at the Institute;

Starting from the 2021/2022 academic year, the number of students admitted to the Institute for undergraduate and graduate programs will be determined based on the parameters for admission to higher educational institutions of the republic, which are approved annually in accordance with the established procedure;

Starting from the 2021/2022 academic year, special correspondence education will be organized at the Institute and applicants who have a secondary specialized, vocational education in the field of culture and art education and at least three years of practical work experience in the field, profession, or position in accordance with the field of education (pedagogical experience for pedagogical fields), a letter of recommendation issued by the Ministry of Culture of the Republic of Uzbekistan, and who have successfully passed tests (entrance exams or professional interviews) will be admitted.

6. The Institute shall be granted the following rights:

Independently develop and approve curricula and programs, qualification requirements for graduates, taking into account the specific characteristics of the educational process, in agreement with the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan;

To independently standardize the teaching load of professors and teachers in terms of introducing the credit-module system into the educational process, as well as to encourage the implementation of educational, methodological, scientific and research work carried out by teaching staff, and the introduction of the "teacher-student" tradition;

Increasing the volume of practical training by reducing the share of theoretical education in the curriculum.

7. Starting from the 2020/2021 academic year, the results of the creative activities of professors and teachers working in higher educational institutions under the Ministry of Culture of the Republic of Uzbekistan shall be equal to the following:

Honorary titles of “Artist of the Republic of Uzbekistan”, “People's Artist of the Republic of Uzbekistan”, “People's Bakhshi of the Republic of Uzbekistan”, “People's Hofizi of the Republic of Uzbekistan” - to the academic title of professor;

Honorary titles of “Honored Artist of the Republic of Uzbekistan”, “Honored Worker of Culture of the Republic of Uzbekistan” - to the academic title of associate professor;

authorship of creative works (staged musical performances, musicals, concerts, music written for feature, documentary, short and animated films) - for scientific, educational and methodological works.

8. To approve the program of measures for the organization and development of the activities of the Yunus Rajabiy Uzbek National Institute of Musical Art in accordance with Appendix 2.

9. The following shall be designated as the sources of funding for the Institute:

Funds of the State Budget of the Republic of Uzbekistan;

Grants allocated based on the results of competitions held by the Ministry of Innovative Development of the Republic of Uzbekistan;

Funds from student education on a fee-for-service basis;

Funds received from economic activities and services provided under a contract;

income from the provision of educational services, the development of scientific-educational, educational-methodical, scientific-creative and information-analytical products, concerts and performances and other types of activities;

sponsorship donations from individuals and legal entities;

other sources not prohibited by law.

10. The Ministry of Culture of the Republic of Uzbekistan shall ensure, within one month, the placement of the Institute in the building belonging to the State Conservatory of Uzbekistan at 31 Mustakillik Avenue, Mirzo Ulugbek District, Tashkent city, in accordance with the established procedure.

11. Ministry of Culture of the Republic of Uzbekistan:

12. a) within one month:

Develop and approve the Institute's curriculum and training programs, in conjunction with the Ministry of Higher and Secondary Specialized Education, based on a thorough study of advanced foreign experience;

high-quality organization of the educational process in undergraduate and graduate programs;

1. b) Starting from the 2020/2021 academic year:

To form the scientific and pedagogical staff of the Institute from among professors, teachers and scientific staff working in higher education and research institutions and within the system of the Ministry of Culture of the Republic of Uzbekistan, including those who have improved their qualifications in foreign educational and scientific institutions, as well as from among potential practicing specialists in the field;

To thoroughly master and adequately continue the creative, scientific-methodological and performance traditions of Uzbek national musical art and folk art, and to attract masters of the art of maqom and bakhshi, as well as folk music, to educational institutions;

respublikadagi mavjud bolalar musiqa va san’at maktablari, ixtisoslashtirilgan san’at va madaniyat maktablari, maktab-internatlar hamda madaniyat, musiqa va san’at kollejlarida o‘zbek milliy musiqa san’ati va xalq ijodiyotini o‘qitish tizimining uzluksizligi va uzviyligini ta’minlash;

ensuring the continuity and coherence of the system of teaching Uzbek national musical art and folk art in existing children's music and art schools, specialized art and culture schools, boarding schools, and culture, music and art colleges in the republic;

1. c) Starting in 2021:

Establishing "schools of skill" by attaching leading professors and teachers of the Institute to children's music and art schools, specialized art and culture schools, boarding schools, and colleges of culture, music, and art in the republic;

Take necessary measures to ensure the regular participation of talented students in prestigious competitions, festivals, and scientific and creative events held in our country and abroad.

12. It is determined that financing the activities of the Institute and providing it with musical instruments, furniture, necessary equipment and recording studio equipment will be provided for in 2020 within the funds allocated to the Ministry of Culture of the Republic of Uzbekistan as the first-level budget allocator from the republican budget of the Republic of Uzbekistan, and starting from 2021, expenses related to financing the activities of the Institute will be provided for within the parameters of the state budget of the Republic of Uzbekistan.

13. The Tashkent City Administration, the State Assets Management Agency of the Republic of Uzbekistan, taking into account the housing needs of the Institute's students studying from other regions of the republic, shall submit a proposal to the Cabinet of Ministers of the Republic of Uzbekistan within one month to allocate a suitable building or land area for student housing in the area close to the Institute.

14. The Institute shall be allocated a limit for the storage of 3 vehicles, including 2 passenger cars and 1 duty vehicle.

15. The Ministry of Information Technologies and Communications of the Republic of Uzbekistan shall take measures to provide the Institute with communication facilities, a wide-ranging Internet global information network, and other technical means in accordance with the established procedure in order to effectively organize the activities of the Institute.

16. The Ministry of Culture of the Republic of Uzbekistan, together with interested ministries and departments, shall bring the regulatory legal acts they have adopted into compliance with this resolution within one month.

17. Control over the implementation of this resolution shall be entrusted to the Deputy Prime Minister of the Republic of Uzbekistan for Social Development, BA Musayev.
